Not many magicians who believed (or wanted to believe) that Voldemort has returned, including the Ministry of Magic. Harry and Dumbledore thought to spread a false report and was considered mentally disturbed. Nevertheless, there are still many people who believe in Dumbledore, and these are incorporated in the Order of the Phoenix. But because the situation has not been possible, they move quietly to avoid suspicion from the Ministry. They use Sirius's residence, number 12 Grimmauld Place as the headquarters, so Sirius is no longer on the run (but still in hiding since the ministry was still looking).
Meanwhile, Harry is watched day and night (without his knowledge) by a member of the Order, the more often experience pain in his scar. His emotions are out of control. One night he was startled by the presence of dementors at Privet Drive, which was about to attack him and Dudley. Fortunately, he managed to produce a Patronus to fight them. But the result of this, he was almost expelled by his uncle (because of mistaken attack Dudley), faces trial in the Ministry of Magic and threatened expelled from Hogwarts.
At the trial no one believes that there are Dementors wandering the Muggle areas. But when Dumbledore said that the ministry has no right to meddle in school affairs, including in this case issued a pupil, Harry was free of all charges.
But Harry's nightmare continues. For the first time in 5 years, Harry was taught by a teacher of Defense Against the Dark Arts from the Ministry of Magic, Dolores Umbridge. He repeatedly got a detention for saying that Voldemort has returned. Harry and the entire fifth grade students will undergo OWL, where they've had to think what lessons will (and will) accept them in grade 6, and about what career they are interested in after school. In the midst of pressure and all decrees Umbridge, Harry, the full support of Ron and Hermione, led a group of kids to practice defense against black magic in a group which they called Dumbledore's Army (LD). LD consists of quite a lot of children, in addition to Ron, Hermione, Ginny, Neville, Luna Lovegood, Fred & George, Cho Chang, and some kids from another dorm that seems more like to know if Harry's mind was disturbed as reported by the newspapers, or the like know the real story about Cedric's death and the return of Voldemort.
Harry experienced vision finally came to the conclusion that he and Voldemort were somehow connected. Harry felt the anger and pleasure Voldemort. One moment it is advantageous, because Arthur Weasley rescue from death. But then Dumbledore assigns Snape to teach Occlumency to shut his mind from Voldemort. Harry and Snape are both unhappy with this, do it anyway, until a moment Harry entered Snape's Pensieve to find the reason why he is so hated his father and Sirius. Snape was very very angry when he spotted Harry and refused to teach him since then.
Hagrid had just come back after so long away, it brings with Grawp, the giant real sister. He and Madame Maxime Dumbledore is actually assigned to get close to the giants that do not join Voldemort. But it does not work, because it turns out the Death Eaters had approached them first. When he returned home, Hagrid brought Grawp (because their mother had died) a petite (for giant size).
The climax of the series to-5 this is a battle in the Ministry of Magic. Harry lured to go to the Ministry of Magic, where it turns out there is waiting for the Death Eaters. They trap Harry to take the forecasts at the Department of Mysteries. Prophecy about him and Voldemort. Harry, Ron, Hermione, Luna and Neville tried to escape from the Death Eaters attack, when some members of the Order of the Phoenix came to help. Fierce fighting ensued, which eventually killed Sirius.
At the end of the story Dumbledore tells Harry about the forecast, which was created by Professor Trelawney, that to survive, he and Voldemort have to kill each other, because one can not survive if that one still alive ...
